About the Opportunity

We are exclusively supporting a confidential search for an established multinational organisation with a strong presence in Singapore and across the region.

The organisation is looking for an experienced HR Manager to lead and strengthen its people agenda in Singapore. This is a broad HR leadership role with exposure across strategic HR partnering, talent management, employee relations, organisational development, HR governance, and HR operations.

The successful candidate will partner closely with senior management and business leaders to align people initiatives with business priorities and support the organisation’s continued growth and operational effectiveness.

Key Responsibilities

People Strategy & Workforce Planning

  • Develop and execute the organisation’s people strategy in alignment with business objectives.
  • Lead workforce planning, talent management, succession planning, organisational development, and employee engagement initiatives.
  • Assess current and future workforce requirements and develop strategies to address capability and resourcing needs.

HR Business Partnering

  • Partner closely with senior management and Heads of Department to translate business priorities into actionable people and workforce plans.
  • Provide trusted HR advice on organisational effectiveness, workforce planning, employee matters, and people-related risks.
  • Support leaders in driving accountability, effective resource allocation, and measurable people outcomes.

HR Leadership & Operations

  • Lead and oversee the full spectrum of HR activities, including recruitment, performance management, compensation and benefits, learning and development, employee relations, succession planning, and HR operations.
  • Ensure effective and consistent delivery of HR processes across the employee lifecycle.
  • Review and improve HR processes to enhance efficiency, employee experience, and service delivery.

HR Governance & Compliance

  • Establish and maintain robust HR governance, policies, procedures, and compliance frameworks.
  • Ensure adherence to Singapore employment legislation, regulatory requirements, and Group/company standards.
  • Develop and maintain HR policies, SOPs, employee handbooks, and process documentation to ensure consistency and best-practice application.

Talent & Organisational Development

  • Drive initiatives focused on talent attraction, retention, development, and succession planning.
  • Identify organisational capability gaps and implement appropriate talent and development interventions.
  • Strengthen performance management and career development practices to build a high-performing workforce.

Employee Relations & Risk Management

  • Provide guidance to management on employee relations, disciplinary matters, performance issues, and workplace concerns.
  • Proactively identify workforce risks, organisational challenges, and capability gaps.
  • Develop and implement appropriate HR interventions to support business continuity and long-term organisational growth.

HR Analytics & Reporting

  • Monitor key HR metrics, workforce trends, talent development outcomes, HR costs, and service delivery performance.
  • Provide regular HR reporting and data-driven insights to senior management.
  • Identify opportunities to improve HR effectiveness, cost efficiency, and organisational performance.

Office Administration & Facilities

  • Oversee general office administration, workplace services, building, and facilities management.
  • Ensure effective management of office operations and facilities to support business requirements.

Requirements

  • Degree or Diploma in Human Resources, Business Administration, or a related discipline.
  • 8+ years of relevant HR experience, with broad exposure across strategic and operational HR.
  • Strong HR business partnering experience with senior management and business leaders.
  • Good knowledge of Singapore employment legislation and HR practices.
  • Strong experience across employee relations, talent management, performance management, compensation and benefits, recruitment, and organisational development.
  • Strong stakeholder management, communication, influencing, and problem-solving skills.
  • Commercially minded, pragmatic, and comfortable operating in both strategic and hands-on capacities.
  • Experience within the engineering, construction, manufacturing, building services, or service industry will be advantageous.
